Income tax office at state capital under consideration
Naharlagun, Sept 10: T.M. Das, Commissioner of Income Tax (TDS), NER, Guwahati informed that Income Tax contributes almost 60 per cent of the taxes of the Government of India thus making the Income Tax department as one of the most important revenue earning departments.
In his keynote address at the seminar on Income Tax ( Tax Deduction at Source-
Das said setting up of an Income Tax office in the state at Itanagar is under active consideration. He said that Income Tax department has been a partner in the nation building process through progressive tax policy, efficient and effective tax administration and improved voluntary compliance.
During the last financial year, collection of the NER amounted to Rs. 4450.7 crores, he informed adding that 90 per cent of the development fund for NE states comes from GoI revenue collected from taxes including IT.

said that “Taxes are the fuel for running the Govt.” He emphasized the need for optimizing
the direct tax collection from Arunachal Pradesh by ensuring the proper and efficient
implementation of TDS in the state, and added that the revenue generated by the
GoI through taxes such as Income Tax is utilized for the various developmental programmes
of the states funded by Central Govt. Negi also stressed on strengthening the TDS
collections by implementation of Income Tax Act 1961 and streamlining the TDS system

Kitpi mini hydel station in depleted condition
Tawang, Sept. 10: Tawang DC Kemo Lollen along with MLA cum Parliamentary Secretary Art & Culture Tsewang Dhondup paid an unannounced visit to the Kitpi Mini hydro power station phase I on Saturday last.
The visit gave the DC Tawang an actual picture of the mini hydro power station and its operating conditions. On inspection the DC Tawang was shocked to find the hydro power station, inaugurated in 1977, in a very dreadful condition. In spite of an installed capacity of 1.5 MW, Lollen found that only 360 KW was being generated from this mini hydro power station.

that out of the three turbine machines and three alternators, only one turbine, in

APSCW team visits Mothers’ Home, Jully jail
ITANAGAR, Sept 10: Arunachal Pradesh State Commission for Women (APSCW) said that the Mothers’ Home, a home dedicated to economically deprived and socially despised women, at Lekhi Village near Nirjuli needs govt immediate attention for its smooth running.
Chairperson of the APSCW Gumri Ringu while interacting with the management of the Home on September 7 assured to pursue with the appropriate authority for providing financial assistance for the ‘Home’.
The chairperson also advocated for frequent visit of doctors to the Home, security for the inmates and permanent/long term allotment of building for the Home.
The building where AKWS is presently running the Home belongs to the Urban Development
Department and it is initially allotted for two months only, the chairperson of the
AKWS Tailyang Shanti told the APSCW team. Further, she further disclosed that the
society is running the Home without any financial assistance from Government on self-

The Home being managed by Achu Kuru Welfare Society (AKWS), a Ziro based NGO, is presently providing shelter to 6 mentally challenged and destitute women.
Later, APSCW chairman accompanied by vice chairman Radhilu Chai Techi, Member Secretary Horki Diyum, and members Dharmawati Mangmow, Yapi Kulo, Yabin Zirdo visited District Jail, Jully, to take stock of the women prisoners. The team had interactions with the jail authorities and the inmates too.
The members including the Chairperson and the Member Secretary advised the inmates to forget the past and start the life afresh with positive perspective.
When enquired about their well being, the inmates expressed their satisfaction over the way they are being looked after. The profiles of four inmates were noted and their grievances were also taken note of.
“It was surprising to note that a juvenile inmate, who had been referred to be placed before the Juvenile Board was still in the jail at her own will,” the APSCW release said while expressing satisfaction over the ‘conducive’ environment prevailing inside the jail.
The APSCW promised them to look into some of the grievances placed before them. The team distributed fruits and diapers to the women inmates.
The team also visited the Jail Hospital and found it to be well maintained in terms of hygienic. The Doctor and his staff were complemented and advised to keep it up.
The team appreciated Michi Taku, SP Jail, for keeping the environment inside the Jail compound hygienic and greenery. Such environment would help prisoners reform, the team observed.

‘Girls education a must’
ITANAGAR, Sept 10: In a noble initiative to create health awareness among the girl child a health camp cum orientation programme was organized at Kasturba Gandhi Balika Vidhyalaya (KGBV), Sagalee in Papum Pare under the personal initiative of State Project Director SSA Rajya Mission P N Thongon on Saturday.

Emphasizing on the importance of education, the SPD called upon the parents to give priority to girl education. “One must first educate the girl child to have a knowledgeable atmosphere in their family”, he added.
Thongon, however, expressed concern over the early marriage and higher rate of school drop out among the girl students saying that many girl students are deprived of minimum educational qualification due to early marriage and school drop out. He urged the girl students to at least complete their education up to college level for better life.

We are devoid of basic necessity. Still most of the villages do not have electricity, road connectivity, health facility and educational facility. But I am hopeful that under the leadership of Chief Minister Nabam Tuki, we will be able to address these problems soon."
Sona distributed blankets to people of Menchukha valley, hospital, poor people from the Church and monastery which was gifted by Chief Minister Nabam Tuki during his last visit to Menchukha during the celebration of Losar.

Awareness Campaign on free Vocational Training Held
Aalo Sept 10: A vocational trainings on beauty culture and hair dressing sponsored by Director General of Employment & Training Ministry of Labour and Employment, New Delhi was held at Basar on September 7 last.
Attending the programme, West Siang Deputy Commissioner Marnya Ete encouraged Topu Basar Ete for taking the programme to various parts of the districts. He urged the unemployed youths of the state to take maximum benefits from such avenues.
The Deputy Director of Industry, Gomar Angu mentioned that Certificate of Beauty Culture and Hair Dressing will be awarded by NCVT (National Council of Vocational Training). He said this is the first of its kind vocational training to be launched in the state, he said. He also dwelt in brief on PMEGP which aims at generating self employment.

Health Engineer Department (PHED) has emerged as an “epitome” of true development,
whose success story has proudly been narrated by every house-

Bomdila WTP, with 40 kilometer length pipeline at water source, is arguably the toughest
drinking water project ever executed in the state. Three streams perennial water
sources were tapped at Banglajap near Mandla Phudung at an altitude of 11,000 feet.

Sharing his experiences of the project works, Superintendent Engineer Rupa PHED Taba Teni who was then executive engineer at Bomdila said that providing water drinking supply to Bomdila Township was an uphill task because of absence of suitable perennial water source in and around the town. However, SE said that without sincerity of executing agency and contractor the project could never see the light of the day. Taba also disclosed that the department and contractor had faced innumerable problems such as inclement weather, adverse climate and inaccessible terrains. There is no human settlement except (Drokpa) yak herders in the entire stretch of 40 Km pipeline situated along the ridge of Mandala Phudung, he added. It was for sheer determination and sincerity of department and contractor that the project came into being which has now capacity to provide potable water to 12479 souls at Bomdila town.
WTP has features of cascade type aerator for oxidization of water and secondary sedimentation Tank for settling fine particles. It has also slow sand filtration for physical and biological treatment and roughing filter for reducing hardness of water. The PHED department can be proudly proclaimed that there will be least possibility of water borne diseases.
As Bomdila WTP is epitomized as success story of the department and state government, now all eyes will be on other drinking water projects being implemented in various districts across the state. It remains to be seen whether the authorities will get inspiration from Bomdila WTP and complete the projects with and sincerity and dedication.

Eye screening and surgery camp at Darka
ITANAGAR, Sept 10: The people of Darka village, Aalo in West Siang district in collaboration with the Mobile Eye Wing of Ramakrishna Mission Hospital here organized a four days Eye screening and surgery camp at Darka village from September 5 to 8.
About 300 villagers were screened during the camp by Dr. Lobsang and his team of technicians and nurses and 29 patients were operated upon for cataract and other eye related problems. Free medicines were also provided to the patients. Dark goggles were provided to the operated patients by the RMH.

ITANAGAR, Sept 10: The two weeks long observation of National Fortnight on Eye Donation 2012 concluded on Sept 8 with a Free Eye Camp at Community Health Centre, Sagalee by District Blindness Control Society, Papum Pare and Arunachal State Hospital, Naharlagun, where hundreds of patients of Sagalee, Parang and Leporiang circles were benefited through specialist consultation, free optometry services and free medicines. The Eye care services were provided by Dr. Taba Khanna, Takhe Laling, Neelam Har and Likha Yaje with the help of local doctors and staffs of CHC, Sagalee.
During the camp, counseling on eye donation was also conducted by Eye Donation Counselor of Arunachal State Hospital, Naharlagun, Techi Mamin, who counseled people to pledge their eyes for the noble cause.

IT consultants demand release of salaries
ITANAGAR, Sept 10: All Arunachal Pradesh IT Consultants Association (AAPITCA) in a letter to the chairman of APMP&PCL has appealed him to release 10 months salary of IT consultants within a week. Despite the SSA office had released the 1st installment for payment of salary, IT consultants are not getting their salary, the association said. The Association further said that 256 IT consultants are deprived of their salary since April 11.
In a separate letter to the state project director, SSA Rajya Mission, Association also appealed him to release 2nd installment of salary within one week.
KKSU resents shortage of teachers
ITANAGAR, Sept 10: All Kargu Kardi Students’ Union (KKSU), in a memorandum, has urged the West Siang Deputy Commissioner to direct those teachers who have been absent from duty to report in their respective school within a week and start teaching.

Highlighting the infrastructure problems, it said that almost all the schools within KKSU jurisdiction have fallen short of teachers’ quarters, science laboratory, hostel for both boys and girls. Further few infrastructure created for hosteling purpose were lying used in dilapidated condition for want of maintenance and lack of other facilities, it claimed.
It further urged the DC to provide additional classroom and teachers’ quarters for the Girls Residential School Pira, Tirbin as the present school building was unable to accommodate all the students.
New Library Opened at Abali
ITANAGAR, Sept 10: Chinzigoma Library, a unit of AWIC Youth Network affiliated to RIWATCH was opened at Abali Village on the occasion of Teacher’s Day on September 5. It was formally declared opened by Shyam Parande, Secretary Sewa International, Delhi in the presence of large number of students, teachers and public leaders.
The library which was started as a part of RIWATCH’s community initiative programme had a wonderful experience with 861 readers visiting the library within 48 days. The library remained opened for 3 hours on all the days. The readers included the school going children, school drop outs and at times village women too.

According to Food Price Watch, weather is the critical factor behind the abrupt global price increases in July. The drought in the U.S. has resulted in vast damages to the summer crops of maize and soybeans, for which the country is the world’s largest exporter. Meanwhile, the dry summer in the Russian Federation, Ukraine, and Kazakhstan has contributed to projected wheat production losses.
The abrupt food price increases turned favorable price prospects for the year upside down. World Bank experts do not currently foresee a repeat of 2008; however, negative factors — such as exporters pursuing panic policies, a severe El Nino, disappointing Southern hemisphere crops, or strong increases in energy prices — could cause significant further grain prices hikes such as those experienced four years ago.
Arunachal needs effective legislations to check and control illegal immigrants

The state of Arunachal Pradesh, which was the most peaceful state few years back, is now slowly being infected by influx of illegal immigrants and evil mongers following the disturbance in our neighbouring states.
In most of the places in our immediate neighbor Assam illegal immigrants, mostly belong to Bangladesh, outnumbered the local populace. The local people there have no say and they are subjugated in many ways. Presence of illegal immigrants in large number has resulted in anger and anguish among the local populace. The Kokrajhar incident in Assam was nothing new, all these incidents have been happening due to the fact that the Govt. did not take corrective measures at the initial stage when the illegal immigrants from Bangladesh and elsewhere had penetrated in Assam.
Govt. of Arunachal Pradesh should learn a lesson from such issues and it is high time for Govt that it enacts some effective Legislations to check and control influx of immigrants, mostly from Bangladesh.
The politicians, mostly the ruling MLAs and ministers today are taking various means and method to give shelter to illegal migrants, unmindful of its future consequences, in order to secure their vote bank. They have been enrolled as voters in most of constituencies. As the illegal migrants have been given right to settlement, they would surely place various demands in future. Moreover, the ruling MLAs and Ministers of past and present are encouraging the outsiders to erect structures as places of worship even in the midst of market area only for the sake of votes.

Stop child marriage
Dear Editor,
Child marriage is declared as illegal as per the Prohibition of Child Marriage Act, 2006. But in our state child marriage is still going on or being practiced. We must avoid such ill practices as we are living in 21st century.
Therefore, I would like to appeal to the state Govt , NGOs and parents come together to eradicate child marriage and create mass awareness against it. The Govt machineries should take stern action against those who indulge in such evil practice.

The UFO is IFO
Dear editor,
This is in response to the picture published in your esteemed daily on 10.09.12 under the caption "UFO (?) caught on camera". I think it was very childish on your part to publish such a silly thing, that too with a false propaganda. The image is clearly of a butterfly who was accidentally caught by the photographer and so was out of focus. I am no expert, but this image in question doesn't need one either. Just Google search "Orange Tip Butterfly" and one can find almost identical shape and colour of the "UFO". I am not saying it is "Orange Tip Butterfly", but species more or like it.
I guess "UFO (Unidentified Flying Object)" is "IFO (Identified Flying Object)" now. Hope to see more mature contents from your esteemed daily in near future.
