One-day Seminar on Income Tax TDS

Income tax office at state capital under consideration

Naharlagun, Sept 10:  T.M. Das, Commissioner of Income Tax  (TDS), NER, Guwahati  informed that Income Tax  contributes  almost 60 per cent  of the taxes of the Government of India thus making the Income Tax department as one of the most important revenue earning departments.

In his keynote address at the seminar on Income Tax ( Tax Deduction at Source-TDS)  held at Banquet hall here today  Das stated that a major portion of the Income Tax being collected by the central government from the states comes back in the form of allocations under different central schemes/grants/subsidies etc for the infrastructural and other developmental programmes.

Das said setting up of an Income Tax office in the state at Itanagar is under active consideration. He said that Income Tax department has been a partner in the nation building process through progressive tax policy, efficient and effective tax administration and improved voluntary compliance.

During the last financial year, collection of the NER amounted to Rs. 4450.7 crores, he informed adding that 90 per cent  of the development fund for NE states comes from GoI revenue collected from taxes including IT.

The Development Commissioner (Finance), GoAP, Ramesh  Negi taking part in the seminar, said that “Taxes are the fuel for running the Govt.” He emphasized the need for optimizing the direct tax collection from Arunachal Pradesh  by ensuring the proper and efficient implementation of  TDS in the state, and added that the revenue generated by the GoI through taxes such as Income Tax is utilized for the various developmental programmes of the states funded by Central Govt.  Negi also stressed on strengthening the TDS collections by implementation of  Income Tax Act 1961 and streamlining the TDS system on proper e-filing of TDS statements and returns for augmenting revenue collection under Income tax (TDS). The Development Commissioner also emphasized capacity building as a vital factor in such efforts.

Special Secretary (Finance), Swati Sharma addressing the participants on the occasion, stressed on their role in  contributing to the development of the country by ensuring the optimum collections of Income tax (TDS) and further asked for timely and correct filing of IT returns. She also called for feed back of the participants on various issues faced by them while implementing the TDS process in the state.

S.Sen, S.Nag and Sumit Purkayastha, Income Tax  officers as resource persons spoke and clarified on the various legal provisions of Income Tax Law with special focus on e-filing and compliance to TDS provisions.

The seminar on Income Tax ( Tax Deduction at Source-TDS)  was jointly organized by Commissioner of Income Tax (TDS), NE Region, Guwahati and the Department of Finance, Government of Arunachal Pradesh..

HODs, Drawing and Disbursing Officers (DDOs) of government offices, educational and financial institutions and treasury and sub-treasury officers of the state participated in the day-long review and awareness programme.

This is the 2nd such seminar held in the state as part of capacity building efforts to streamline and strengthen the TDS collection in the state. DIPR

 

 

Kitpi mini hydel station in depleted condition

Tawang, Sept. 10: Tawang DC Kemo Lollen along with MLA cum Parliamentary Secretary Art & Culture Tsewang Dhondup paid an unannounced visit to the Kitpi Mini hydro power station phase I on Saturday last.

The visit gave the DC Tawang an actual picture of the mini hydro power station and its operating conditions. On inspection the DC Tawang was shocked to find the hydro power station, inaugurated in 1977, in a very dreadful condition.  In spite of an installed capacity of 1.5 MW, Lollen found that only 360 KW was being generated from this mini hydro power station.

While enquiring about the technical details of the hydro station, he was informed that out of the three turbine machines and three alternators, only one turbine, in deplorable condition and one alternator was functional. The gates of the intake chamber were also damaged causing cracks in the turbine machine. Numerous leakage were found on the pen-stock pipe. Lack of regular maintenance of the power channel had affected the actual power generation from the hydro power station. Directing the authorities to take strict actions against individuals maneuvering the hydel water for quarrying of sand from the tanks, he ordered for renovation and proper maintenance of the hydel at the earliest. Of all, Lollen was shocked to learn that the Kitpi Phase I mini hydro power station is not even having a proper outgoing panel protection which could be a hazard to the public life. Disheartened to see the hydel in such a condition, the DC vowed to take appropriate actions against the defaulters and also for its renovation and proper maintenance in the very near future.

The DC later visited the ongoing construction works of the office of the CO Kitpi and the proposed site for the Public Health Centre at Kitpi and expressed his satisfaction over the progress of works at these sites. DIPRO

 

 

APSCW  team visits Mothers’ Home, Jully jail

ITANAGAR, Sept 10: Arunachal Pradesh State Commission for Women (APSCW) said that the Mothers’ Home, a home dedicated to economically deprived and socially despised women, at Lekhi Village near Nirjuli needs govt immediate attention for its smooth running.

Chairperson of the APSCW Gumri Ringu while interacting with the management of the Home on September 7 assured to pursue with the appropriate authority for providing financial assistance for the ‘Home’.

The chairperson also advocated for frequent visit of doctors to the Home, security for the inmates and permanent/long term allotment of building for the Home.

The building where AKWS is presently running the Home belongs to the Urban Development Department and it is initially allotted for two months only, the chairperson of the AKWS Tailyang Shanti told the APSCW team.  Further, she further disclosed that the society is running the Home without any financial assistance from Government on self-help basis with the help of few well wishers.

Earlier, Ringu along with her team distributed fruits to the inmates and enquired about their well-being.

The Home being managed by Achu Kuru Welfare Society (AKWS), a  Ziro based NGO, is presently providing shelter to 6 mentally challenged and destitute women.

Later, APSCW chairman accompanied by vice chairman Radhilu Chai Techi, Member Secretary Horki Diyum, and members Dharmawati Mangmow, Yapi Kulo, Yabin Zirdo visited District Jail, Jully, to take stock of the women prisoners. The team had interactions with the jail authorities and the inmates too.

The members including the Chairperson and the Member Secretary advised the inmates to forget the past and start the life afresh with positive perspective.

When enquired about their well being, the inmates expressed their satisfaction over the way they are being looked after. The profiles of four inmates were noted and their grievances were also taken note of.

“It was surprising to note that a juvenile inmate, who had been referred to be placed before the Juvenile Board was still in the jail at her own will,” the APSCW release said while expressing satisfaction over the ‘conducive’ environment prevailing inside the jail.

The APSCW promised them to look into some of the grievances placed before them. The team distributed fruits and diapers to the women inmates.

The team also visited the Jail Hospital and found it to be well maintained in terms of hygienic. The Doctor and his staff were complemented and advised to keep it up.

The team appreciated Michi Taku, SP Jail, for keeping the environment inside the Jail compound hygienic and greenery. Such environment would help prisoners reform, the team observed.

 

 

 

Govt to enhance handloom activities through SHG: Taloh

RUKSIN, Sep 10: The state government has planned to increase handloom and textile activities in the state during the 12th five-year plan and the state government has already placed project worth Rs 60 lakh for various industrial activities and it will be sanctioned soon, stated  Minister for Industry, Textile, Handloom and Handicraft Tapang Taloh at Silley-Oyan today.

Taloh, who was addressing the inaugural programme of ‘Central Solung Festival Celebration’ at Sille-Oyan today, said his government would increase number of casual labourers in industry sector. He said the India Tea Board (ITB) has also planned to expand its network in Arunachal and the state government has proposed to set up its head quarter in the state.

“We have proposed the headquarter of ITB inside the Industrial Growth Centre (Niglok) in East Siang and a land/plot measuring 6 acres has been requisitioned for this purpose. Project has been taken to construct two-lanning road connecting National Highway-52 at Ruksin and Niglok IGC and the chief minister has given necessary approval”, informed the minister.

Discussing on the importance of celebrating festivals, Taloh urged the student community to acquire knowledge on the custom and tradition. According to him, the ritual and various “Solung Abangs” have relations to the welfare of the people with their agricultural productivity. Earlier, the secretary of CSFCC Talong Tadeng, in his welcome address said that festival is the only way to keep the people united, while Sille-Oyan Circle Officer Ayeng Permen elaborated the mythology and background of Solung festival..

The president of the festival celebration committee, Boken Pao lamented the lack of a ground for celebrating festival at Sille-Oyan circle. He exclaimed that the government, despite of repeated appeals made by the people has not yet sanctioned a ground.

On the occasion, invited guests including Pasighat-West MLA Tangor Tapak, Assam based TMPK (Mishing) secretary Johan Doley, Dhemaji district AABSU (Bodo) president Dipankar Narzary, former Arunachal Rajya Sobaha MP Nyodek Yonggam and others also spoke in favour of importance of cultural preservation.

The four-day celebration will conclude on September 13  with a prize distribution and valedictory function.

 

 

Health camp cum orientation prog

‘Girls education a must’

ITANAGAR, Sept 10: In a noble initiative to create health awareness among the girl child a health camp cum orientation programme was organized at Kasturba Gandhi Balika Vidhyalaya (KGBV), Sagalee in Papum Pare under the personal initiative of State Project Director SSA Rajya Mission P N Thongon on Saturday.

Hundreds of KGBV students were offered free treatment and health check-up by a team of doctor including Dr. Tashi Pemo, senior medical officer community health center Doimukh, Dr. Tailang Pumbo, senior medical officer, Dr Joram Nisha, deputy director Dental, Dr. K Darrang, senior eye specialist   of State Hospital Naharlagun  during the health camp.  Students were also distribution free medicines.  Speaking on the occasion Thongon called upon the girl child to take care of their own health. He advised the students to be cautious about dreaded diseases such as HIV/ AIDS and Hepatitis.  

Emphasizing on the importance of education, the SPD called upon the parents to give priority to girl education.  “One must first educate the girl child to have a knowledgeable atmosphere in their family”, he added.

Thongon, however, expressed concern over the early marriage and higher rate of school drop out among the girl students saying that many girl students are deprived of minimum educational qualification due to early marriage and school drop out. He urged the girl students to at least complete their education up to college level for better life.

Sharing his experiences in teaching profession with KGBV teaching staffs, B. P Sinha, Resource Teacher Pedagogy Cell of SSA Rajya Mission, urged the teachers to sincerely discharge their duty.

Gram Chairperson Tai Kano who looks after the KGBV Sagalee, in his speech said that Chief Minister Nabam Tuki and Education Minister Bosiram Siram are taking very keen interest on girls education. Moreover, Centre is implementing various schemes for development of education sector and welfare of the students, he said and urged the students avail  the golden opportunity to become good citizen of the state and nation.

“We are determined to make Sagalee KGBV as modal school among the 48 KGBVs in entire state” Kano, who is also chairman of Arunachal Farmer Development Welfare Society, added. KGBV teaching staff also participated in the programme.

 

 

Sona concludes 24 days hectic tour

ITANAGAR, Sept 10: Parliamentary Secretary (Tourism) Pasang Dorjee Sona was on whirlwind tour of  his constituency with all the Head of Departments from August 12 to September 5. It took him 24 days to cover one single block (Tato-Mechukha Block) as the area was very vast and most of them are not approachable by road.

The visit mainly aimed at ensuring to provide safe drinking water to the remote villages besides education, health and road infrastructures etc.

Sona said," my dream is to provide safe drinking water to all the villages of my constituency, especially the remote one. We are pumping in more than Rs.10 crore from different sources to achieve this commitment."  Interacting with all the villagers personally to understand the practical problem faced by them in day to day life, Sona said," my constituency is very remote and poor. We are devoid of basic necessity. Still most of the villages do not have electricity, road connectivity, health facility and educational facility. But I am hopeful that under the leadership of Chief Minister Nabam Tuki, we will be able to address these  problems soon."

Sona distributed blankets to people of Menchukha valley, hospital, poor people from the Church and monastery which was gifted by Chief Minister Nabam Tuki during his last visit to Menchukha during the celebration of  Losar.

An awareness campaign was also organized to make Mechukha the most sought after tourism destination. Sona in his entire visit did not fail to appeal the people to be hospitable and maintain cleanliness and avoid use of plastics. The tour concluded with a one day "Clean Menchukha" campaign participated by various departments, civil society and school children organized in collaboration with Onge Welfare Society.

Addressing the gathering on the occasion, Sona informed that he had requested the BRO and Army to put in their men and machine in cleaning up the town to which they assured to extend their help.

Sona said," last time I covered Monigong-Pidi block. This time I have covered Tato-Mechukha Block. My constituency is very huge and it is really difficult to cover entire constituency in one go”.

 

 

Mega Tawang festival from Oct 26

Tawang, Sept. 10: The 5-day Mega Tawang Festival, 2012 would be held from October 26 to 30 at Tawang. It was disclosed by RWD and Tourism Minister Pema Khandu in a meeting held today to chalk out detailed programme of the festival.

The upcoming festival is an opportunity to put Tawang on the International tourist map,” Pema said. Cleanliness and sanitation should be maintained to cater the needs and demands of the tourists, he said  and appealed all to respect and show hospitality to the visiting tourists. He also dwelt in length on the major aspects regarding the preparations for the grand festival.

Extending his heartfelt thanks to the Chief Minister Nabam Tuki, Pema said, “The CM has shown great interest and eagerness for organizing this event and is ready to extend full support and cooperation from his govt. for this upcoming mega event.”

Tsewang Dhondup, MLA Tawang cum Parliamentary Secy Art and Culture, proposed for better coordination with tour operators especially with that of the domestic tourists as the maximum visitors to Tawang are from within the country.

Jambey Tashi, MLA Lumla cum Parliamentary Secretary Civil Aviation advocated for wide publicity of this event across the nation and abroad to attract maximum number of tourists.

DC Tawang Kemo Lollen stressed on better management and coordination among the members so as to make this event a successful one. He also directed the concerned departments for proper and uninterrupted supply of electricity and water during the event.

President YUVA Arunachal Tsetan Chombay gave detailed information and outline of the agenda for the mega event. Chombay mentioned that cultural shows, exhibition and food stalls, adventure sports and showcase of the various tourist & religious places of the district would be the main attraction of the event.

Agri-Horti sector panacea for rural development: Setong Sena

JAIRAMPUR Sept 10: The Jairampur Sub-Division in Changlang district has vast geographical area and shares border with Myanmar and neighbouring Tinsukia district of Assam. Many villages in Manmau, Nampong and Rima-Putok areas are situated in extremely difficult areas and till mid 90s even basic amenities were remote. Nampong is globally acclaimed for being the gateway to the historic ‘Lake of no return’ in neighbouring Myanmar.

But with passage of time the sitting Minister and local Nampong MLA Setong Sena took up surface road communication seriously for upgrading development works and today, if not all but most villages are connected with the facility.

Now, in his capacity as Minister for Agriculture, Horticulture, Veterinary & Animal husbandry, Sena is trying his best to develop these sectors in the state, most importantly in his assembly constituency.

During a face to face with this correspondent recently, Sena re-iterated his commitment to bring a radical change in social, educational and economic spheres in the lives of the people of the state. “My state has a fertile land and any type of horticulture ventures can be successful here”, he said while urging the unemployed youths to avail every opportunity and facility provided by the state government in agriculture, horticulture and veterinary sectors. Awareness Campaign on free Vocational Training Held

Aalo Sept 10: A vocational trainings on beauty culture and hair dressing sponsored by Director General of Employment & Training Ministry of Labour and Employment, New Delhi was held at Basar on September 7 last.

Attending the programme, West Siang Deputy Commissioner Marnya Ete encouraged Topu Basar Ete for taking the programme to various parts of the districts. He urged the unemployed youths of the state to take maximum benefits from such avenues.

The Deputy Director of Industry, Gomar Angu mentioned that Certificate of Beauty Culture and Hair Dressing will be awarded by NCVT (National Council of Vocational Training). He said this is the first of its kind vocational training to be launched in the state, he said. He also dwelt in brief on PMEGP which aims at generating self employment.

Topu Basar Ete said that besides developing skills of the participants on the key subject through the training, her sector BC.HD is also aiming to spread the message of among the unemployed youths to be self employed. She thanked the Deputy Commissioner for giving her all possible helps to conduct awareness campaign of VTP throughout the district without which it was not possible for her to conduct such awareness campaign.

ADSU highlights students’ problem

ITANAGAR, Sept 10: A delegation of  Anjaw District Students’ Union (ADSU) led by its president Jaisin Tindya and General Secretary Ritemso Manyu today called on Education Minister Bosiram Siram at his office chamber here and highlighted various problem faced by the students community of the district in the education front.

The delegation while drawing attention of the education minister after an extensive Education tour of the Anjaw district from August 21 to 25 last apprised him of shortage of subjects teacher in whole of the school and strongly demanded for immediate posting of sufficient subject teacher, most particularly in the science stream.

The issue of absentee teachers drawing salary also came up for discussion and the student delegation called upon the minister for immediate checking of such mal-practises. The delegation also highlighted the hardship faced by the students community of the interior district due to non receipt of stipend timely, which is becoming one of the major contributing factors for high rate of school drop out.

While taking cognizance of the poor and inadequate school infrastructure of the district, the  AADSU delegation strongly pleaded for immediate overhaul of the whole problem so that the students of the district equally enjoy the benefit like other students of the state. Citing an example of poor infrastructure from their education tour, the AADSU delegation highlighted the problem of Tamblu Primary school in Hawaii Circle, where students are sitting on torn sacks instead of benches.

On establishing Govt. Polytechnic College, posting of principal in Hayuliang and Hawaii Higher Secondary , problem of transferring out SSA teacher from District Quota, the Education Minister gave a patience hearing and assured to look into the matter within couple of days.

 

 

Success story of Bomdila WTP

ITANAGAR, Sept 10:  At a time when endemic corrupt system is reaching its dizzy height with reported irregularities and misappropriation of funds in every central and state sponsored schemes in the state, the Bomdila water treatment plant (WTP) of Public Health Engineer Department (PHED) has emerged as an “epitome” of true development, whose success story has proudly been narrated by every house-hold at misty town of West Kameng district.

This mega water treatment plant with an estimated cost of Rs. 1709.23 lacs was funded under non-lapsable central pool of resources (NLCPR) by Ministry of DoNER in March 2005. It was also supported by the state government by sanctioning Rs. 398.50 lacs as gap funding under special plan assistance during 2010-11. The project was completed in 2011 last after five rigorous years and inaugurated by Chief Minister Nabam Tuki in November 2011 just after assuming his office.

Bomdila WTP, with 40 kilometer length pipeline at water source, is arguably the toughest drinking water project ever executed in the state. Three streams perennial water sources were tapped at Banglajap near Mandla Phudung at an altitude of 11,000 feet. To bring project into reality, the department had engaged the elephant, yak and pony  into service to drag the 200 mm DI K-7 Pipes whose weight was around 200 kg, but yielded no result due to rough terrains and deep gorges.  In fact it was herculean task for workers to drag 200 kg DI pipes on rough terrains where elephants and ponies failed. “ It was virtually impossible  for us to drag 200 kg DI pipes upward on rough terrains “ recalled a worker. However, though it took almost years, the workers achieved their mission and manually transported 7000 DI pipes (total pipes used in project) at right place. It is said that at least five workers lost their lives at project site.

Sharing his experiences of the project works, Superintendent Engineer Rupa PHED Taba Teni who was then executive engineer at Bomdila said that providing water drinking supply to Bomdila Township was an uphill task because of absence of suitable perennial water source in and around the town. However, SE said that without sincerity of executing agency and contractor the project could never see the light of the day. Taba also disclosed that the department and contractor had faced innumerable problems such as inclement weather, adverse climate and inaccessible terrains. There is no human settlement except (Drokpa) yak herders   in the entire stretch of 40 Km pipeline situated along the ridge of Mandala Phudung, he added.  It was for sheer determination and sincerity of department and contractor that the project came into being which has now capacity to provide potable water to 12479 souls at Bomdila town.

WTP has features of cascade type aerator for oxidization of water  and  secondary sedimentation Tank for settling fine particles. It has also slow sand filtration for physical and biological treatment and roughing filter for reducing hardness of water. The PHED department can be proudly proclaimed that there will be least possibility of water borne diseases.

As  Bomdila WTP is epitomized as success story of the department and state government, now all eyes will be on other drinking water projects  being implemented in  various districts across the state. It remains to be seen whether the authorities will get inspiration from Bomdila WTP and complete the projects with  and sincerity and dedication.

Eye screening and surgery camp at Darka

ITANAGAR, Sept 10: The people of Darka village, Aalo in West Siang district in collaboration with the Mobile Eye Wing of Ramakrishna Mission Hospital here organized a four days Eye screening and surgery camp at Darka village from September 5 to 8.

About 300 villagers were screened during the camp by Dr. Lobsang and his team of technicians and nurses and 29 patients were operated upon for cataract and other eye related problems. Free medicines were also provided to the patients. Dark goggles were provided to the operated patients by the RMH.

 

Exhibition on handloom products

ITANAGAR, Sept 10: Nehru Yuva Kendra (NYK), Tezu in coordination with Progressive Youth Club, Khrisnapur organized an exhibition to motivate villagers for production of handloom and handicraft items for self-sustenance at Krisnapur village at Lekang from September 7 to 9.

Participants from various youth clubs, mahila mandal and SHGs put up their exhibition cum sale stalls exhibiting different items produced by them.

Lekang EAC HN Dubey, who inaugurated the exhibition appreciated the efforts of NYK and Krishnapur Youth Club for betterment of rural youths.

 

Cleanliness drive at Tawang

Tawang, Sept 10: A mass cleanliness drive at tourist spots- Nehru Gompa and Urgelling Gompa, the birth place of the 6th Dalai Lama, was organized by the Tourism Department  Tawang along with the Army personnel of 190 Mtn Bde, the students and teachers of Kakling Middle School including the residents of the Nehru Market on September 8. A pledge to implement plastic free environment was also taken on the day to mark the campaign “Clean India- Arunachal.” DIPRO

 

GSU for early creation of Lower Siang district

ITANAGAR, Sept 10: Galo Students’ Union (GSU) stressed on the early creation of Lower Siang District which have been kept pending by the Government for over a long period of time.

Deciding to continue with the resolutions adopted by the former GSU team, the union in its executive body meeting held at Kamba yesterday decided to press for the early up-gradation of District Hospital Aalo to General Hospital, construction of Multipurpose Community Hall at Donyi Polo Government College Kamki. Since its establishment in 1996, the college has been deprived of many infrastructural developments despite having produced thousands of quality graduates, the meeting observed.

Other resolutions adopted in the meeting are, construction of subsidiary police check gate at present Assam Arunachal boundary, fulfillment of teachers and check on irregularities of teachers in schools of Galo inhibited areas, early completion of NEC Road (Pakarijo, Upper Subansiri district to Gogamukh, Assam) as per the commitment given by the Chief Minister of Arunachal Pradesh on January 14, 2012.

 

Practical training of nurses ends

ITANAGAR, Sept 10: The three months long laboratory and nursing practical training programme for the DMLT and ANM of Arunachal Pradesh Community College and Group institute concluded here at Composite Hospital, Indo-Tibetan Border Police Force here today.

Addressing the closing ceremony, ITBP DIG (Medical) Dr K C Sen informed the students about the latest procedures of disease investigations. He appealed to the College director Damo Dada to keep up the spirit of helping poor  and needy students of the state.

While wishing bright future of the passed out students, Sen also urged them to utilize the knowledge and skill gained from the training at ITBP hospital.

 

National Fortnight on Eye Donation concludes

ITANAGAR, Sept 10: The two weeks long observation of National Fortnight on Eye Donation 2012 concluded on Sept 8 with a Free Eye Camp at Community Health Centre, Sagalee by District Blindness Control Society, Papum Pare and Arunachal State Hospital, Naharlagun, where hundreds of patients of Sagalee, Parang and Leporiang circles were benefited through specialist consultation, free optometry services and free medicines.  The Eye care services were provided by Dr. Taba  Khanna, Takhe Laling, Neelam Har and Likha Yaje with the help of local doctors and staffs of CHC, Sagalee.

During the camp, counseling on eye donation was also conducted by Eye Donation Counselor of Arunachal State Hospital, Naharlagun, Techi Mamin, who counseled people to pledge their eyes for the noble cause.

Earlier, as  part of campaign, live phone-in show, panel discussion regarding eye donation on Doordarshan Kendra, Itanagar and talk show on Radio Oolala, Itanagar were performed by Eye Specialists and Eye Donation Counselor of Arunachal State Hospital, Naharlagun to raise the sensitivity level of  the community.

 

IT consultants demand release of salaries

ITANAGAR, Sept 10: All Arunachal Pradesh IT Consultants Association (AAPITCA)  in a letter to the  chairman of  APMP&PCL has appealed him to release 10 months salary of IT consultants within a week. Despite the SSA office had released the 1st installment  for payment of  salary, IT consultants  are   not getting their salary, the association said. The Association further said that 256 IT consultants are deprived of their salary since April 11.

In a separate letter to the state project director, SSA Rajya Mission, Association also appealed him to release 2nd installment of salary  within one week.

 

KKSU resents shortage of teachers

ITANAGAR, Sept 10: All Kargu Kardi Students’ Union (KKSU), in a memorandum, has urged the West Siang Deputy Commissioner to direct those teachers who have been absent from duty to report in their respective school within a week and start teaching.

Claiming that two teachers -- one Senior and another Junior -- who have been recently transferred to Govt. Hr. Sec. School Tirbin and Govt. Sec. School Darak have not yet joined their duty causing great problems to the students, the memorandum said that many schools, including Govt Hr. Sec. School, Liromoba are facing acute shortage of teachers. It claimed that teachers’ defiance to join school as per transfer order only indicates the slackness of the authority, it alleged.

Highlighting the infrastructure problems, it said that almost all the schools within KKSU jurisdiction have fallen short of teachers’ quarters, science laboratory, hostel for both boys and girls. Further few infrastructure created for hosteling purpose were lying used in dilapidated condition for want of maintenance and lack of other facilities, it claimed.

It further urged the DC to provide additional classroom and teachers’ quarters for the Girls Residential School Pira, Tirbin as the present school building was unable to accommodate all the students.

 

New Library Opened at Abali

ITANAGAR, Sept 10: Chinzigoma Library, a unit of AWIC Youth Network affiliated to RIWATCH was opened at Abali Village on the occasion of Teacher’s Day on September 5. It was formally declared opened by Shyam Parande, Secretary Sewa International, Delhi in the presence of large number of students, teachers and public leaders.

The library which was started as a part of RIWATCH’s community initiative programme had a wonderful experience with 861 readers visiting the library within 48 days. The library remained opened for 3 hours on all the days. The readers included the school going children, school drop outs and at times village women too.

To encourage the readers the prizes for highest attendance were given to Kum Mousami Talukdar, Class-V, Kum Shanti Miuli, Class-VII and Madan Miuli, Class-VI.  The prize for youngest regular reader went to Kum. Amili Linggi, Class-KG.

Parande donated a series of 50 books of great personalities to the Library. The pioneer of the library movement in Arunachal Pradesh Satyanarayanan Mundayoor hoped that a small library initially started from Dibang Valley itself will become a gigantic movement covering the entire state.

 

40th sitting of APLS held

ITANAGAR, Sept 10: The monthly literary sitting of Arunachal Pradesh Literary Society (APLS) – 40th in its series – was held at the conference hall of Jawaharlal Nehru State Museum here on Sunday with APLS president Y D Thongchi in the chair. Attended by both young and old litterateurs, the session saw almost all the participants sharing their literary compositions at the forum.

The day’s proceedings started with the child prodigy Aryamaan reciting a poem titled ‘A Magical Carpet’, while Dwitun Basumatary of RGU read out self-composed poems – ‘The Movie Walk’, ‘Recollection of a Devil’ and ‘Withering Heights’. Another student from RGU, Saurav Mitra recited his poem ‘Prayer to the Unseen God’, and Habung Dunya read out her poem ‘I am’.

While Ajanta recounted her short story (in Assamese) ‘Sofa’, Gyati Rana read out a part from the write-up “Nurturing the Indigenous Culture” a fine flake of Miji-Migum from the sachet of Popi-Sarmin-2.

Bompi Riba, assistant professor of English, RGU, read out her self-composed short story ‘Pee-ka-Boos’, while Inumoni Das Borah recited her poem ‘Ahangata’.

Among others, APLS vice president Dr Tage Tada, general secretary Tokong Pertin, assistant general secretary Dr Pekba Ringu and member Dr S K Ghosh were also present.

Earlier, the APLS appreciated the Police department for apprehending all the accused persons involved in the murder of its member Jumkar Basar. The 38-year-old, also known as Annu Basar, who rose to fame for his ‘Sokun-e-Dil’, a collection of shayari, was found dead near the railway line near Gumto village under Doimukh circle on August 14 last.

 

GASA sports week cum freshers’ meet concludes

ITANAGAR, Sept 10: The ever Sports Week cum 46th Freshers’ Meet of Guwahati Arunachal Students’ Association (GASA) concluded at Guwahati Medical College Auditorium yesterday.

The sports meet witnessed hundreds of Arunachalee students participating in various games and sports competitions.

While Down Town University team defeated Dorjee Khandu 11 to win the football competition the volleyball title was won by Dorjee Khandu 11 defeating Tadar Tame 11. Chow 11 beat Dorjee Khandu 11 to win the Tug of War competition while Heri Peter won the Cock fight defeating Tame Niya.

Women Volleyball title was won by Changlang beating Tawang Sisters.

The couple of Apatani tribe was adjudged the “best couple” while the “Best Traditional Costume” award went to Sajolang (Miji).

Dama Lonchak was adjudged as Mr. Fresher and Priya Lingi the Ms Fresher.

The concluding day function was attended by Biri Tabing, chairman of Tribal Orientation Development and Awareness for Youth Foundation and Joohn Dulom, Ph D research scholar of RGU, according to a GASA release.

 

AdiSU calls bandh on Sept 19

ITANAGAR, Sept 10: Adi Students Union (AdiSU) has decided to call 12 hours bandh in Adi inhabited areas on Sept 19 in protest against Govt’s in-action  to their charter of demands.

In a letter addressed to the deputy commissioners of East Siang, West Siang, Upper Siang, Lower Dibang Valley and Lohit districts, the Union said  that indifferent attitude of the Govt towards its 30 days ultimatum has compelled them to call the bandh.  The demands were placed before the Govt through a memorandum on Dec 22 last and it was followed by several memorandums but yielded no results, the Union resented. The demands of the union included revision of all MoUs/MoAs for the hydro projects in Adi dominated areas, exclusion of Adi dominated villages from the proposed Lower Siang district, arrest of culprits involved in Haku Tatak assault case, restoration of defunct Micro hydel projects of Upper and East Siang.

Global food prices increasing

Global food prices soared by 10 percent in July from a month ago, with maize and soybean reaching all-time peaks due to an unprecedented summer of droughts and high temperatures in both the United States and Eastern Europe, according to the World Bank Group’s latest Food Price Watch report.

From June to July, maize and wheat rose by 25 percent each, soybeans by 17 percent, and only rice went down, by 4 percent.  Overall, the World Bank’s Food Price Index, which tracks the price of internationally traded food commodities, was 6 percent higher than in July of last year, and 1 percent over the previous peak of February 2011.

Overall, food prices between April and July continued the volatile trend observed during the previous 12 months, which halted the sustained increases between mid-2010 and February 2011. Prices increased in April, came down in May and June, and sharply increased in July.

Sharp domestic price increases have continued in this quarter, especially in Africa. Sub-Saharan Africa, in particular, experienced the highest price increases in maize, including 113 percent in some markets in Mozambique. Meanwhile, the Sahel and eastern Africa regions experienced steep price increases of sorghum: 220 percent in South Sudan, and 180 percent in Sudan, for instance.

According to Food Price Watch, weather is the critical factor behind the abrupt global price increases in July. The drought in the U.S. has resulted in vast damages to the summer crops of maize and soybeans, for which the country is the world’s largest exporter. Meanwhile, the dry summer in the Russian Federation, Ukraine, and Kazakhstan has contributed to projected wheat production losses.

The abrupt food price increases turned favorable price prospects for the year upside down. World Bank experts do not currently foresee a repeat of 2008; however, negative factors — such as exporters pursuing panic policies, a severe El Nino, disappointing Southern hemisphere crops, or strong increases in energy prices — could cause significant further grain prices hikes such as those experienced four years ago.

Arunachal needs effective legislations to check and control illegal immigrants

Dear Editor,

The state of Arunachal Pradesh, which was the most peaceful state few years back, is now slowly being infected by influx of illegal immigrants  and evil mongers following the disturbance in our neighbouring states.

In most of the places in our immediate neighbor Assam illegal immigrants, mostly belong to Bangladesh, outnumbered the local populace. The local people there have no say and they are subjugated in many ways. Presence of illegal immigrants in large number has resulted in anger and anguish among the local populace. The Kokrajhar incident in Assam was nothing new, all these incidents have been happening due to the fact that the Govt. did not take corrective measures  at the initial stage when the illegal immigrants from Bangladesh and elsewhere  had  penetrated in Assam.

Govt. of Arunachal Pradesh should learn a lesson from such issues and it is high time for Govt that it enacts some effective Legislations to check  and control influx of immigrants, mostly from Bangladesh.

The politicians, mostly the ruling MLAs and ministers today are taking various means and method to give shelter to illegal migrants, unmindful of its future consequences, in order to secure their vote bank. They have been enrolled as voters in most of constituencies. As the illegal migrants have been given right to settlement, they would surely place various demands in future. Moreover, the ruling MLAs and Ministers of past and present are encouraging the outsiders to erect structures as places of worship even in the midst of market area only for the sake of votes.

The administration should also chalk out proper strategies  before completion of the on-going railway project as there will be immense infiltration which the administration will  not able control the regulation of Railway function just for sake of checking illegal immigrants. Practically speaking, the administration is still not able to control the immigrants who are entering Arunachal Pradesh as labours and workers.

We should not compromise with our identity and culture while bringing cheap labour/ workforce for development, prosperity of our state.

Stop child marriage

Dear Editor,

Child marriage is declared as illegal as per the Prohibition of Child Marriage Act,  2006. But in our state child marriage is still going on or being practiced. We must avoid such ill practices as we are living in 21st century.

Therefore, I would like to appeal  to the state Govt , NGOs and  parents  come together to eradicate child marriage and create mass awareness against it. The  Govt  machineries should take stern action against those who indulge in such evil practice.

The UFO is IFO

Dear editor,

This is in response to the picture published in your esteemed daily on 10.09.12 under the caption "UFO (?) caught on camera".  I think it was very childish on your part to publish such a silly thing, that too with a false propaganda. The image is clearly of a butterfly who was accidentally caught by the photographer and so was out of focus. I am no expert, but this image in question doesn't need one either.  Just Google search "Orange Tip Butterfly" and one can find almost identical shape and colour of the "UFO". I am not saying it is "Orange Tip Butterfly", but species more or like it.

I guess "UFO (Unidentified Flying Object)" is "IFO (Identified Flying Object)" now. Hope to see more mature contents from your esteemed daily in near future.
